Is it legal in Virginia for an emplyer to lower your pay rate for discipline.?
If your employer lowers you may rate from $17 per hour to $16 for one month for a disciplinary reason then fails to return your pay back to its original rate. And several months go by with still to increase in you pay rate. Is this legal? Can I file a claim with Dept. of Labor? In the State of Virginia.

so long as it is still minimum wage or above, your pay is based on your work, you slack on work, you deserve less pay. good works get rewards, less work, gets punishment

Absent a contract stating your pay rate, it is legal for an employer to walk in and state your pay rate will be reduced effective immediately WITHOUT a reason. The higher rate must apply up to the minute you are informed of the reduction, but as long as your pay rate remanins at least the legal MINIMUM wage, no law prevents reducing it.

You have no claim with the Dept. of Labor since he is paying you the $16 per hour that he told you he was going to pay you. He lowered your pay rate because he figured you weren't worth $17 per hour and he has every right to keep it at $16. His other option was to fire you. Would you have preferred that?

Yes, of course, so long as it never falls below the federal or state minimum wage. The exception would be if you had a labor contract in place, and this was forbidden. You can always quit if you don't like the new terms of your employment.
There are no state laws regarding the increases or decreases of individual employees, except minimum wage laws. And the courts will only protect you if you had a contract, or if your punishment was for civil rights reason... like being black

Your employer may alter any future wages for any reason they want. The only restriction is that it cannot go below the minimum wage rate and cannot be done retroactively.
