I have a game disc (dues ex) that has a scratch and stops installing at 82%.
What is a good repair kit to fix this that doesn't cost more than a new game?

You can try having a game or video store use their buffing machine like the other guy mentioned (sometimes they charge like $5) or you could try this one, http://www.amazon.com/Memorex-Repair-Scratch-Music...
But if the scratch is too deep, you can simply buy a used copy of the game for $10.
