Can you explain these duty rates to me?

do you know what the #2 column in these duty chart means? How is it different from the duty rate in column #1? specifically for whiskey

    Wrong section - this is United Kingdom, not United States. However, I can still read and all you have to do is read the introductory sections at the initial link, specifically the General Rules of Interpretation which specifically jumped out to me as possibly being a key to the tables. And it is. Look at page 6 of http://www.usitc.gov/publications/docs/tata/hts/by... and it tells you that Column 2 applies to products of Cuba and North Korea. Which makes obvious sense - the USA doesn't like communists, does not allow imports of Cuban tobacco at all, and generally doesn't want to prop up objectionable governments by making it too easy for them to sell their products - and therefore charges a lot more duty on them.
