Power outage. Now computer will not boot up?

Had a power outage an d now my desk top computer will not boot normally or in safe mode. Is it fried.?

Update:

It was plugged into one of those multi-outlet surge protectors. It is getting power, just wont boot properly. It says "We apologize for the inconvenience, but Windows did not start successfully". There are 5 different boot sequences, but all of them come back to the same page.

Does that explain it any better?

Can I tell if it is fried by smelling it? ie. will it smell burnt?

    It is possible that if your computer was directly plugged into the wall, that it has short-circuited your power supply. If in fact it is a tower computer, the obvious solution is to get a new power supply installed. I would recommend getting a computer repair service to install it, as if you're not properly equipped, you may short circuit the rest of your computer.

    it is quite possible that you fried the PSU.. It's not difficult to replace but 100% make sure you use ASD Tools..There are two ESD tools: the antistatic wrist strap and the antistatic mat. The antistatic wrist strap protects computer equipment when grounded to a computer chassis. The antistatic mat protects computer equipment by preventing static electricity from accumulating on the hardware or on the technician. I don't have an answer for that, I dont understand why it wont boot.. Honestly, I cant give you much information without having it in front of me. I can only suggest booting from A disk, repair disk if you have one..
