The Samung Galaxy Note 3 would be my first choice. HTC One would be second.

You wont get any phone with 12 mp camera for 20k expect from brands like karbonn, Micromax, Xolo etc.
You can opt for Xperia SP it has 8 mp camera it has Bravia engine 2 or U can go for Nexus 4 and also Lumia camera's are prefered to be best for low light photography U can go for Lumia 920 if u can put on extra bucks or else Lumia 720.

If you like samsung phones then you can go with this brand. Because samsung is in trend means everyone is using samsung now and you have good option like galaxy grand, samsung mega, galaxy s2 and others.
