The best way to ignore negative behavior is to ignore it and be emotionally unaffected by it. Another technique is to quietly send kind and compassionate intentions to the person who is creeping you out (a Buddhist practice but the attitude of Italians who follow evil eye lore is to 1. deflect it in some way 2. always ALWAYS keep a positive attitude and speak positively). Wearing an amulet might help you if you believe it will but it is purely symbolic and dates back to ancient Roman times when wearing a symbol of something that you want to repel was a (superstitious) way to repel that thing. This is technically called apotropaic magic and the eye charm (along with the corno and fica charms) are apotropaic charms.

A blue evil - bead sounds superstitious, I know some Jewish mothers tie a red string around a baby's cot apparently to ward of jealousy as a distraction to ward of the Evil eye.
I think you should study Pirkey Avot "Ethics of the Fathers", which speaks of morals and ethics.

To get rid of someone giving you the evil eye ask them what's bothering them, if you know what's bothering them then stop doing it.

No, it won't really help you. What will help is praying to Jehovah for help and peace of mind.
