Why is Spam so difficult to report on Yahoo lately?

I have noticed what appears, at least in my mind, an increase in the amount of Spam that is being posted as an answer to questions under taxes in the U. S., such as the following answer and yet when I click on the red flag to report this as a violation, nothing appears to occur. What is going on?
