Power brick. It converts the 120v ac current coming out of the wall into dc current for the batteries.

It is the transformer, taking the voltage from 110v Alternating Current (USA mains voltage i think) to normally around 19v Direct Current.

As I recall, the first time I saw this was on the N64 and its kind of an elastic to stop you snapping the wire out when you pull it.
