Protons have +1 charge, and electrons -1. Considering atoms have an equal amount of protons and electrons, the charges cancel each other so there is no overall electric charge.

I would go with C but I dont like it still.
its better to say that protons and electrons cancel one anothers electrical charges out. The particles dont actually cancel one another out (like matter and anti-matter might, for example).
Even this is a misconception. Can we truly say that anything is neutrally charged when in fact it is the effective charge at a distance that we measure to be zero? Those charged particles are still there, fully charged as they always were.
