I was watching some videos on YouTube, and the man never rolled his window down and it inspired me to do the same. But i also saw the cop break that poor girls window.and was wondering if they could actually do that.

Can he break it just because you refuse to roll it down? No.
Can other circumstances give him authority to break it? Yes.
For example, an officer can legally order you to exit the car. If you refuse, you can be arrested. The officer could force his way into your car to effect the arrest.
Even if you don't get your window broke, it is probably a bad move. There is an old saying... "it is hard to talk yourself out of a ticket but easy to talk yourself into one". Failing to cooperate will increase your chances of getting a ticket for whatever the officer pulled you over for.

My thing is this why does your window needs to be all the way down. Let's say your window is cracked down you hand the officer your info but he tells you to put your window all the way down for what. You already have the guys info if he isn't putting the window down and it's a regular traffic stop then go back to your patrol car and issue a ticket that's it. No need to make the situation worse. But if that cop break the window and the person gets cut and it goes to court and they find no good reason for the cop to do that he will lose then that's a lawsuit

If needed to take the person into custody, sure.
You do know when you commit a traffic violation you can be arrested, don't you?
I only broke windows to extract kids and dogs but with those who I arrested who refused I usually used a system to introduce pepper spray to the cars interior. The always opened the door after that. Even better one of the guys found he could not see well enough to point his gun at me. Good for him since then I did not shoot him.

If the officer determines the window must be rolled down all the way and the suspect refuses, then the window is smashed out and the suspect arrested for obstruction. The car will later be towed to impound.

The police do as they wish to do. Law has nothing to do with police action. So always remember when near a officer you are in a deadly situation. Armed and dangerous idiot in area. And act accordingly.

Bruce's answer is spot on. I could not agree with him more, and I have been a police officer for over 40 years.
