How do you get free form locs if you're white? Is it even possible? And I'm talking about hair like the well know artist the weeknd.

Yes, of course. All hair, no matter the colour of the skin it is attached to, will dread if left unbrushed. Dreadlocks are just hair matted into sections.
Freeform dreads take months if not years to mature, and will go through some pretty messy stages. But it is fairly easy to achieve, simply stop brushing or combing your hair, wash your hair as often as it needs it using a residue free shampoo (I like Lush's Seanik) and don't use any conditioner.
