Can white people even get free form locs? Is it even possible? And if so how? And I'm talking about hair like the singer the weeknd.

I don't know much about how the loc journey for people with straighter hair goes but for me, I am African American with 4c type hair (really really tight curls) I've had my locs for a year and for the 1st month I could not wash my hair as doing so would hinder my babies from locing... just my two pennies... If I had straighter hair or that with loser curls, hair that's hard to loc, I would use the rip an twist method or consider interlocing and I also thought the back comb/ crochet method was kind of cool..Another bit of advice that I have is to look up videos on youtube sometimes they can be very helpful. Locs require a lot of patience and support (don't get any information from anyone who doesn't have locs or hasn't had locs.)

Yes, of course. All hair, no matter the colour of the skin it is attached to, will dread if left unbrushed. Dreadlocks are just hair matted into sections.
Freeform dreads take months if not years to mature, and will go through some pretty messy stages. But it is fairly easy to achieve, simply stop brushing or combing your hair, wash your hair as often as it needs it using a residue free shampoo (I like Lush's Seanik) and don't use any conditioner.
