I have a US 1988 Quarter that is clearly an off center strike. Who can I go to to have this coin certified?

I found this coin in circulation...it would not work in a vending machine.

    If you mean professionally certified as a genuine mint error, look up PCGS and NGC. Both will assess and certify mint errors. Whether or not the cost of certification will be justified by the coin's value once certified is something no one can answer. Value is going to depend on both the exact condition grade and the severity of the error.
