No bleach will only help whiten the bowl it will not unclog it. You need a plunger. Do not use drain cleaner due to the fact the chemical reaction can crack the toilet and cause a bigger problem.

    Good luck

Bleach is no good at all. If flushing it is not helping, then get a full bucket of water and throw it down the toilet. This way, the water pressure is much stronger than the toilet flush.

A plunger might do the trick if there are not too many paper towels clogging your line. If there are too many, you will need to use a plumber snake or something called a closet auger to clear the line. If you're not sure what a snake or closet auger is, just go to your local hardware store and tell them what you're looking for and they will gladly help you out. Very inexpensive and easy to use and will clear your line out. Good luck!

First off I agree with Pro and Kenneth. Next question is: why are you putting paper towels in the toilet?

Pro is right. Don't mix chemicals. Some chemicals when mixed with others will explode. The best tool to use is a plunger.
