Likely. It's still going to take a while to repair the years of damage the Al Davis did to that franchise after having year after year of poor drafts, limited draft picks, and overpaying players. They have something like $50 million against their current salary cap in dead money (paying players that are not on the roster).

If the NFL is around for another 100 years, I would venture to say that the Raiders will win a Super Bowl at some point.
