Can a non-profit organization write a donation for work provided?

We are a small congregation with minimal contributions. Our preacher has graduated from a couple of prestigious colleges and is a great worker for the church. Is it possible to write a document allowing him to take a tax deduction for the time, effort, and work he provides for our members and the church? I realize this is a truly a legal/tax question.     Those things are never deductible. He can deduct out of pocket expenses but not the value of his time.
