Learner's Permit: Bypass GPA law by acquiring permit in a different state, and transferring it?

This is for my daughter. I believe driving is an essential right and should not be restricted by anything unrelated to driving (ie school).

1. Can a person acquire a permit in a state other than their state of residence?

2. Can a permit be transferred to another state with no questions asked (without imposing the GPA law on an already acquired permit)?

If there are any restrictions in the process, is there a way around them (renting a temporary address in the state just long enough to acquire the permit, etc.)?

It would be a simple task to drive across state lines, into a state without this law, and take the test to get a permit. Then make a trip to my state's DMV to transfer the permit to my state... if the laws allow it.

Thanks for your answers. I have found the answer to issue #1 myself. My neighboring state does NOT require you to be a resident to get a permit there, and has no GPA law. You only have to bring proof that you are enrolled in a school (any school) and pass their driving tests.

I just need to research transferring permits in my state now. I am half way done :)

Also, full scale licenses are most certainly transferable, with much less hassle, but we don't have to worry about that.

    Learners permits are not transferable from state to state. The only thing you could do would be change your (or her) legal residence, and then have her get her license in the new state.

    The easiest thing to so would be to require her to actually do the schoolwork, and get her GPA up.

    Other wise she would have to keep the out of state license until she turns 18

    1. No, you have to be a resident of a state to obtain a permit or license in that state.

    2. No. Permits are not transferred. If you have an Ohio permit and move to Indiana, you will have to obtain an Indiana permit before you can apply for an Indiana license.

    Regardless of what you believe, driving is NOT a right, it is a privilege granted by the state to a person who meets the licensing requirements in that state.

    No, this is not possible. Driving permits and licenses are not transferable from state to state. Period. Additionally, you are only eligible to apply for a permit or license with your state of residence.

    You can't get a Drivers License in another state without proving you are a resident of that state for at least six months.

    Driving is a PRIVILEGE, NOT a "right" and if you violate the state and federal laws that are established to make that privilege as safe as possible for all drivers, then YOU will be held responsible in a court of law.
