computer screen turns blue when it starts up?

Every time my computer turns on, it goes to this blue screen. It stays there between a few seconds, to about a minutes before it starts to show everything on my desktop. Can anyone tell me how to fix this or whats wrong with the computer?

    This is usually caused by a conflict between a driver and the computer. Have you installed anything new recently? Or a driver running in a continuous loop. When it does start up, go to run and type "CHKDSK"

    wirhout the quotes.
