Yes and No.
Primarily no - PS3 games are not backwards compatible nor will PS3 games play standalone on a PS4.
HOWEVER....
For certain games that are crossover compatible (i.e., they come in PS3 and PS4 versions, e.g., COD Ghosts or Battlefield 4) and a PS3 disk was the original game purchase, if a digital upgrade version is available, the original PS3 game BD disk is required to install the game on the PS4, and to play it after the digital upgrade files are installed. So PS3 disks will play and can provide game information, just not as standalone games, on a PS4.

That's funny. But seriously no. If you could play PS4 games on a PS3, how the hell would Sony make money from the PS4? But if this gen was anything to judge by, some of the upcoming games will be made for both PS3 and PS4. I was able to play this gen games on my PS2 for a while because there were PS2 and PS3 versions available for them. Expect the next gen version to be superior graphically and content-wise though.

NO the PS4 is not backwards compatible. It won't be able to play PS3 games. You would have to purchase PS4 games for the console.
