Considerando que eres un novato, puedes usar Microsoft Word o Publisher para eso. Tienen plantillas ya paquetadas solamente cambias lo que no te gusta y los textos por supuesto.

busca en internet varios videos sobre programas para caratulas tu diseñas la caratula de tu CD y la imprimes en un papel especial que le quitas otro papel y lo adhieres al disco y para grabar pues igual ultraiso esta el nero y haces una prueba y si funciona pues ahi esta tambien checa el formato
