Can a baby Kenyi Cichlid eat chopped scallops?
He is like an inch long, can he eat finely chopped pieces of scallop?

Kenyi and most other Rift Lake Cichlids of the Mbuna (rock fish) group are mostly vegetarian and prone to a disease called "Malawi Bloat" if fed a meaty diet. Anything meaty is not a good idea.

Generally it would cause indigestion. Cichlids are herbivores so they require veggies in their diet. Feed them blanched(boiled) cabbage, brocolli,only tiny little pieces. Also you can feed them peas, blanch them , then remove their skin, smash them and take it in a small bowl, put the smashed peas there, make very very tiny balls of smashed peas, cover them with powdered fish food then feed your fishes, But this is only supplementary diet...remember.

No too young. He will either choke or get sick because its not part of his young diet. Maybe when he gets 3-4 inches but for now feed him flakes not pellets. He will choke on pellets too unless you bash them up.
