why doesn't St Louis have an NBA team?
yeah, I know they had the Hawks until about 1968, but there have been numerous rounds of expansion, yet not a peep about re-establishing a franchise in STL (at least that I've ever heard). With the arguable exception of Pittsburgh, St Louis is the largest media market remaining without pro hoops, easily big enough to support four sports teams.
Both PGH and STL have very popular NHL franchises -- is that a factor, or not relevant to the basketball question?

San Diego, Seattle, Tampa, San Bernardino/riverside are all larger markets without NBA teams.
Seattle will be the first to get a team, and at the same time Las Vegas will probably get one.
