"Transportation" engineering is considered a subfield within civil engineering. The American Society of Civil Engineers has six divisions related to transportation: aerospace, air transport, highway, pipeline, waterways, and urban transportation. If you would "not like to work on ports" that seems entirely possible -- just don't seek the "ports" job!

"Once roads have been constructed, what else is left?" -- traffic engineering is "left" as it involves variable signage, ramp meters, toll collection systems, etc.

In planning phases, the transportation engineer might be thinking more about population and land use than about actual structures.
