Can anyone direct me to the Justice Department's Office of Legal Counsel document (declassified in 2009) from 2004 that confirmed the GST (greystone) operation in the time after 9-11?
I would greatly appreciate anyone who could direct me to the original document. Thanks!

Sure. If you simply contact the Justice Departments Office of Legal Counsel I'm sure they'll gladly share this document with you if it's a public document (which apparently it is as you claim that it's declassified). If it isn't, they'll let you know accordingly.
