How do you disable Windows Vista program files protections?

I know for a fact there is a protection on Vista that basically is set up to keep stupid people--even with administrative rights-- from marching into the program files and deleting core data. However, the life of a computer-savvy person becomes handicapped when they can't edit their own program files. If anyone knows how to disable this (or can at least tell me what its called again so I can search it) I would appreciate it very, very much.

Just to be clear, I am the admin and I am giving approval, its just windows blocking me from editing the files due to a certain system setting that I'm not sure what it's called or where it's located.

    go to control panel, look for user account control and disable it, reboot
