Why South Korean troops in South Sudan had only 15 rounds of ammunition per person?

South Korean troops in South Sudan for peacekeeping operation of U.N. asked 10,000 rounds of ammunition to Japanese troops ,and asked 5,000 to U.S. troops, and got them.

The captain of South Korean troops had said that he had 280 soldiers but had only 15 rounds of ammunition per person before the time. Why so?

    It seems there has been a logistical problem with South Koreans not to have brought more. It would be an embarrassment for them.
