How do I give my friend money on GTA Online?

My friend just started out a few days ago, and I wanted to give him around $5,000 to welcome him to GTA Online. He's only level 7, so he can't set bounties on people yet. I can't find any option to give him money, yet I've seen people give me small amounts of money (usually around 3,000). My question is, how do I give him money?
