    It would help the person to pee some of the sugar out of their system, but it will have no noticeable effect.

    You don't say whehter this person is prescribed medication(s) for control of their diabetes, nor what the blood sugar (glucose) level is, so we don't know whether you should be testing for ketones in the urine ... or blood. If ketones are present, do NOT exercise as this will compound matters. (Initially, exercise will raise blood sugar levels. It is only with continued and/or strenuous exercise that blood sugar levels will fall.)

    The kidneys would pass the glucose over a certain level out in the urine but of course that will make the diabetic thirsty hence frequent urination and thirst are symptoms of uncontrolled diabetes.

    NO! it does not dilute the glucose level!! It can help flush out the excess for a bit, but does not dilute.

    Well,yes,water will help in extract the excess sugar and ketones out of your system. Drinking 8 glasses of water a day brings down one's blood sugars and reduce insulin resistance by proper hydration

    Not sure what you are asking. Water isn't insulin, water doesnt break down glucose/sugar

    if you have water on your finger when you test and it mixes with your blood it will dilute it.
