You don't say whehter this person is prescribed medication(s) for control of their diabetes, nor what the blood sugar (glucose) level is, so we don't know whether you should be testing for ketones in the urine ... or blood. The kidneys would pass the glucose over a certain level out in the urine but of course that will make the diabetic thirsty hence frequent urination and thirst are symptoms of uncontrolled diabetes.
