Has any DEVELOPED countries not used RESOURCE EXTRACTION?

Most countries such as England, America, China etc that are developed have used resource extraction at some point. Are there any developed country that has NOT used resource extraction?

    Japan is the obvious answer: no coal, no oil, no natural gas, no rare metals, no high quality ores in large quantities, etc.

    They did it all with intelligence, cooperation, application, and a readiness to learn from the rest of the world.

    Fishing was a major industry, but not for export.

    They do have clay, but export it in the form of manufactured goods: stoneware, porcelain, etc., not as a bulk commodity export.

    Most developed countries, and countries in general, have at least some resources that could be extracted and most likely were at some point in any particular country's history. I suppose one could argue that places like Liechtenstein, i.e. small European states, have relatively developed economies without access to substantial amounts of natural resources. Monaco is another example, which is a tax haven for corporations and has a robust gambling industry.
