How do you change language on key-board?

I have Windows 7 and I have got as far as adding the new language to the language bar. It is easy to switch the icon from one language to the other. In my case it is EN and ML. I have a US keyboard and added Maltese. But I can't go any further. I know which are the keys I should press to get the different characters for the Maltese alphabet but nothing is happening. When I type I am not getting the Maltese characters. Are there more steps which I should take?

I thank "t" for his/her reply. But I would like to point out that as explained in my question, that is precisely where I am at. I have the Maltese and US icon on the bottom right hand side, to indicate which language I have chosen. However, when I choose Maltese, (in my case), there is no change in the characters. I know which keys these should be but it is frustrating because they still do not type the Maltese characters.

    Awesome start by installing the Maltese language into your operating system. The next step is to go into Language/ Region settings and select Maltese as an alternative language,

    When you need to change between the languages use Alt+shift

    There should be an indication on the bottom right hand corner of your screen to indicate which language is currently in use
