Can someone explain how I block a particular email address from being delivered to me?
I do not want to receive email from a particular person. I would like it blocked and returned to sender.

You would use the blocked address list.
Hover over the far right gear icon in Yahoo mail and then click "settings".
Then click "Blocked Addresses" in left column.
