can not remove Plus HD-1.3 even by using uninstall program on control panel Toshiba PC?

I put cursor on the icon on the program, when I hit uninstall it will not remove it form the other programs

    Locate the directory where the "Plus HD-1.3" program is installed.

    Delete the folder and its contents.

    Use regedit to search the regsitry and remove all instances of "Plus HD-1.3".
