Oil synthesis is quite possible. Several methods have been shown in standard prototype manufacturing systems.
The problem is that while the time to create oil can be reduced through synthetic processes, the energy required to do so is not reduced. Any process that creates oil needs to do so by drawing upon other energy sources. It is often more practical to use those energy sources directly than it is to go through the intermediate step of oil production.
