Why is yahoo answers recycling questions and answers?

Have you noticed that yahoo answers is recycling questions and answers? Is it because they aren't getting enough activity. Stuff I answered months ago is getting credit for best answer from voters.

They aren't you know, those Qs have been in voting for years in some cases.Over the past few weeks I have got up to 25-30 BAs for Qs I answered 2-3 years ago. It's just that Tiebusters are getting a lot of them resolved .

It's not "recycling". A question can stay in voting for days, weeks, months and even years, because people just don't vote. Go to the "Voting" tab in any list of questions. Set the sorting order to "Oldest" and check out how old those questions are. That's why you are getting Best Answers from so long ago. Somebody did that, voted, and finally resolved some old questions. Like somebody from the TieBusters group I belong to. That's what we do; vote on old questions.

That's a function of the voting system here. A question isn't resolved unless a best answer is chosen by the asker or one answer wins in voting.
