Ink is non toxic in case kids (or pets) eat it.
If it doesn't just wash out with soap and water, it well wear off very quickly.
Just use a mild dog shampoo, or Johnsons No More Tears, or baby bath, or a dollop of your shampoo with a tablespoon of white vinegar. Dogs skin is more acidic.
As for the carpet, if its a ballpoint pen try turpentine on a patch that won't show to see if it damages the carpet. I bought ink remover once and thats what it turned out to be. It will stink and then you have to have the carpet cleaned twice to remove the smell.
My white JR chewed and rolled in pink and purple crazy colour hair dye once, and I had the indignity of having people think I deliberately dyed the damn dog for a couple of weeks.

Rogue is your dog?
Sounds like you'll need to get him in the bath. Dog shampoo and water, but might not get it all out in one bath.
As for the carpet, I've heard rubbing alcohol and/or hair spray. But I never had luck with either.
