Does Yahoo now have an APP for downloading onto Yahoo Toolbar to create a new disposable address when on something other than Yahoo.com.

I'm not aware of any Yahoo! Toolbar app to deal with disposable email addresses. Disposable email addresses are now part of standard Yahoo! Mail (they used to only be available with Mail Plus - now called Ad Free Mail). The link below explains how disposable addresses work in Yahoo! Mail:
