Umm... I know that this is going to sound really weird, but their is a disease that was spread somewhere between the 1800s and 1900s. It was called the Pseudobulbar affect, which makes people express emotional displays such as uncontrollable laughter, which died down and eventually ceased to exist anymore. So... I'm thinking that the joker maybe caught that? :) Don't lol.
