What types of monetary grants are out there for a person out of work the past 5 years due to surgeries?

MY friends will likely be physically well enough by May or June to get new training. Since Nov., '2008, she has had 6 major and some minor surgeries. He former job as proofreader is not much of an option due to eye condition. She also had a fine arts degree, which is not good for much these days. She loves natural sciences, is a passionate progressive politically, she is very funny, and lives in Queens, NYC. She is near 46.

    if she is on SSDI, she could use her ticket to work with Voc Rehab to seek short-term job training

    highly likely that they won't support a degree because she already has one

    if she is on SSI, then she does not have ticket to work & will have to get doctor to refer her to Voc Rehab & go through their process to see if she is eligible for aid
