How much do restaurant to go counter get paid?

Do restaurant employees at a take-out counter get only $2.13 an hour if they receive no tips?

Update:

Do the owner pay the different to the minimum wage? eg. $7?

    if you receive NO TIPS, the owner who hired you is responsible at year end to MAKE UP the difference between your wages and the STATE or FEDERAL minimum wage where you live, whichever is higher.

    In the uk we are trying to push for The Living Wage. Everyone around the world should demand a Living Wage including America.
