Dell Laptop won't shut down or connect to the internet?

To shut down, have to use the power button.

It is connected directly to the modem via ethernet.

Modem and computer have both been rebooted.

Update:

I cannot get a screenshot. It's my sister's computer and, well, she's about five cities over.

There's no error message. It just will not connect to the internet nor will it shut down without holding the power button. I can't be more specific than that. It's pretty straight-forward.

    My Toshiba did this for awhile - just would not shut down and showed some program I had no idea what it was was running and preventing shutdown and had issues with internet. I did a system restore to an earlier time and it fixed it. (Only once did I have to do a Factory Reset-which is sort of a pain and if you have to resort to that, PLEASE remember to back up any data you have to have to an external drive (whichis what I did) or documents, music, etc. can be copied to disc so you can save them. This will completely erase anything you have on the computer you put on there - programs, games, etc. and they will all have to be re-installed so this is a last resort.) That's the only thing I can think to do. I run Windows 7 and this worked for me.

    Sounds conflict between drivers running on the same IRQ or in short the lan driver might be corrupt go to dell support under download drivers and reinstall the lan driver also might need to contact your isp provider and see if they can help with the problem

    Can you be more specific with your problem? What error is it showing and probably a screenshot? Normally, you should be your software's problem, I mean the operating system. Maybe you need a fresh Windows installation.
