If you mean that his name derives from one of the languages of Malaysia, the person might be from many countries.
Malay is the name of several languages spoken in Malaysia and countries to which Malaysians have emigrated. China, Indonesia Singapore and Thailand are important places for Malay people. There are many millions of them at home and abroad.
One must distinguish between language origin, ethnicity, nationality, etc..
