Most likely a impact sensor or clock spring has failed and now the air bag system is deactivated. This means if you wreck the air bags will not work! The light is on to tell you there is a problem detected in the SRS system. No most code readers will not turn off air bag lights, the only way to turn them off is fix the problem.

An OBD2 scanner will NOT pull airbag codes. No will your airbags work, so you don't have that worry while...well, you really don't know how to work on that system, anyway.
But, yes, the airbag light is on for a reason. Vehicle GEM > you.
You should be able to count the light blinks. They are separated by a pause. My 03 F150 blinked out a "27" just by watching it. You can do the same and Google up the code.

The fuse could be blown, check it first.Another thing that commonly goes bad, causing the air bag light to come on,is the clockspring under the air bag itself. Not all vehicles have this part though,so it depends on make, model, and year of car

There should be codes for the airbag with an ODBII reader.
However, airbags can be problematic, especially on a van.
The inertial sensors could be bad, the contacts bad, the igniter bad, etc.
If you don't get any diagnostic codes, you could compare ohmmeter readings at the sensors.
But do not connect an ohmmeter to an airbag, as you can not be sure what current will set it off.
