how to go about conspiracy?

Hi, so I am writing a book that is not futuristic, but is a conspiracy that the gov't is allowing to happen... do I change the names of gov't officials..? I live in Canada, and don't want to go around accusing Stephen Harper or his party of anything that isn't true.

    Yes, change the names. If they're dead and it's a past based story then it's fine to use their names, but on the first page of the book you have to have that little paragraph saying "all characters conspiracies are completely made up and any connection to any real people or conspiracies are totally unintentional, blah blah blah." Ooooor, you'll get in trouble for accusing real people of things… because some people will be stupid enough to believe them. But you're better off just changing the names and personalities.
