Dog will potty on pads but not outside?
I recently adopted a dog from a shelter. She is 2 and will potty on the puppy pads in the apartment but when I take her outside she will not potty. I have bells on the door and she will ring them when we get to the door before we go out. Our stairs lead down to our front door and she won't go up or down them unless someone goes with her. Should I move the bells to our bedroom door? I'm glad she knows what the pads are for but I prefer her to go outside. When we take her outside she sniffs around finds a spot then walks away with out going potty. We come back in runs to a pad and does her business. What do I do. We don't do any negative reinforcement with her. When we put her in her crate she whines and my fiancé take her out of the crate. I'm getting frustrated and worried she will just keep going on the pads I don't want that.

Get some rocks, pebbles, broken bricks, flowerpots or something to keep the pads from blowing away and place some outside in the yard. Now she will go outside. Place the pads where you want the dog to pee and poop. Place them there every time.
You can gradually, over a few weeks, replace the outdoor pads with newspaper. The pee will soak through newspaper and scent the ground, giving your dog a scent marker. Slowly use a smaller and smaller piece of newspaper until the dog will happily just go to her spot in the yard. Keep her spot clean.
Go out with her during this transition so that you an praise, pet and maybe give her a tiny bit of a special treat. Later, you can go out partway into the yard, then less and less of the way until she will go by herself.
She seems a little insecure about going down the stairs alone. Go with her and encourage her in a happy voice, Come on, let's go! GOOD GIRL! Make it FUN.
Millions of dogs have made the transition from pads to the great outdoors. Yours will, too, and better still, she will still be able to use the pads on days when you'll be working late or sleeping in.

try putting a pat in a corner somewhere where no one will move it. maybe before you walk the dog, put it in a spot where she is sure to see it, and when she poops on it throw it away like a doggie bag. do this for a few days, maybe weeks, however long you think it will take for her to adjust.
After you think she's ready, either go cold turkey and take the bag out and see how she reacts to that, of start to have it in the spot one day, and take it away the next. Then, make the amount of times the puppy pad is outside less frequent, then just stop. Puppy will soon forget she even needed them!

Let her do on the pads for a month more or 2 and when she grow up a little she will pee and pop outside , she's just a puppy and she knows her place and thats a good thing.
Dont make her go up and down untill herself untill she growsup , you wont be able to control her , but when she turns 6 months she will do everything you want

Put a pad out there.. see if she will potty on it .. at least then its outdoors and in one spot.

Train her to go outside. Or you can put a pad outside and see if she'll pee on it

Why should she "potty" outside when you taught her it is okay to go inside?
