What is the best way to find the Obey Tailgater in GTA V online?

You have to get the list from simeon that says obey tailgater and then the easiest place to find it is in the golf course parking lot

To find the obey tailgater you must satisfy one of these requirements. It must be listed in the Simeon requested vehicles, this will add it to the list of cars spawning around you and you will see it if you drive around enough. They may spawn only one at a time which can make it easy to miss or in hordes.

The other way of obtaining it is to have it as the Simeon requested vehicle on the map. This is a faster way than waiting for a new list of vehicles but the tailgater won't spawn every time so be sure to check every car.

GTA V & GTA V Online are both apart of the same game but it's that's the online portion comes out a month or two after release day the online portion is like the single player game but with mmo aspects (Clans, missions, customisation)

it is really hard to find a specific cars, i guess you just really lucky if you find one, or buy it on the internet
