Some people derive entertainment from such material.
They help to serve as bad examples, therefore we can better appreciate quality programming when we see it.
The difference is in the production, shooting and editing of the shows, and the scriptwriting. Just different ways of fabricating wasted time based on zero real material.

Well, one is complete fiction, claiming to be divulging secrets the government is trying to keep you from learning; the other is about flying saucers...
