How do I digitally self- publish my book on Amazon?

I tried to publish my book on Amazon but it won't let me. It asked me too fill out some tax form for the US thing which I did even tho I am not a US citizen but it still wouldn't let me have my book published.

All I want to do is have the book published in Australia only for now to see how it goes and I might publish it outside Australia but it wouldn't let me do that.

All it says that it is saved as a draft and that I have complete the same US tax form for God knows what reason, so I simply deleted my book from the website since there is no point in having it around.

Also how do I deactivate my account for good or is it too late?

Also can I get into trouble because I filled out the form even tho I am not a US citizen?

Update:

@Thomas

But i picked the "check" payment type. Gave my home address, postal address and any other address types I can think of. I thought that would be enough since that was all I was asked. Maybe you have to be a US citizen so it makes it easier for the IRS to keep track off it all?

    There's a lot involved. You have to have a vendors account on Amazon which means you have to link your bank account to Amazon. There is a lot to that.

    Then publishing the book on Amazon is rather involved technically. The book has to be formatted for Kindle platforms and there are 5 different Kindle platforms - Kindle, Kindle Fire, Kindle for iPhone, Kindle for Android, Kindle for iPad. You have to put the book into a pdf file and then translate it into the right format using a special program called a Kindle Reader. Or you can pay someone about $300.00 to do it. But it is not easy to do. The book has to be formatted separately for each of the 5 Kindle formats.

    I am pretty sure you won't get in trouble for filling out a US tax form by mistake. The IRS is only concerned that you pay money that you owe. You just filled out a form that you didn't need to fill out.

    I see the last answer is 2 years old. But... the form you are talking about is probably called a WBEN8. It's not an overly complicated process. I have had to fill one out myself, but it did take a little help from support for the site I submitted material for to get the correct wording right. The WBEN8 is part of a tax-treaty between USA and other countries, basically so the tax payer doesn't end up paying too much tax or tax in two countries (ouch!). I'm pretty sure that the actual WBEN8 doesn't actually kick in until you earn a certain amount, oh, let's say $20,000 or $40,000 USD, a reasonably large amount anyway. But it still does have to be sent out and published.

    Line 10 is probably the hardest part- these is my actual submission as given to me by accounts department of a US based online firm whom I have received payments from. The items I listed on my form appear in quotation marks in the order they appear on the WBEN8 - article is "12(2)", "5%" rate of withholding, for "copyright royalties", treaty article "Beneficial Owner is a resident of Australia country, meeting the terms of the treaty under article 12(2)". I'm pretty sure the treaty article does not change as that is the US/Foreign tax agreement, but the rate and reason will probably adjust for you. Hope that helps someone :)
