Why does my internet say limited?

So, im on my laptop with windows 8 and im on desktop and my internet says limited. What does that mean? It gives me the page cant be displayed message, the tls and ssl protocols are all enabled aswell. So what do i do?

    Is that on both the laptop and desktop. Sometimes with laptops running win8, when traveling to different locations while laptop on standby for so reason it will go to limited service a reboot normally sorts this out.

    I have only seen this on a couple of laptops, but now that you have posted this I will look for a permanent solution and post the link to this post

    Start Screen Win-8 > Settings > Change PC Settings > Devices > turn ON "Download over metered connections" this seems to work for a permanent fix

    Either you too far from the network or something is going on your internet, trying unplugging the router for about 60 seconds, then plug it back in and try connecting with your computer. If that doesn't work call your internet provider as they're more likely the problem.

    Unplug and then plugin.
