Help with book name.?

I am looking for a book that I saw and wanted to read. I cannot remember much about it. The author is something Anderson and a J. Fredrick I think. The book is a political book about a governor who was a sure in to be president. The title starts with an I. The cover has a white face and what looks like something computer like on his face. I thought the author was Poul Anderson but I have checked his books and cannot find it. I know that it is not much to go off of.
