Fender bender with no police report?
I was backing out of my parking space as was someone else. We both tapped each other. The damage was minor so we exchanged info and went our ways. She says she wants to notify the insurance companies to be safe. Who will they consider at fault since we both hit each others back bumpers?

If you don't plan on getting repairs and nobody was injured, there's no need to file a report. Personally, I'd never do it in a situation like that. It could give the insurance company an excuse to raise your rates.
As for fault, if you were both in motion you'd both be at fault. If only one of you was in motion, that person would be at fault.
